Community Adolescent Pregnancy Prevention (CAPP) Programs

  • The South Carolina Campaign to Prevent Teen Pregnancy (Campaign) provides education and technical assistance to the Community Adolescent Pregnancy Prevention Initiatives (CAPP) throughout South Carolina. The Campaign has worked with the Department of Social Services in this role since the initiation of the TANF-funded Adolescent Pregnancy Prevention Initiatives (APPI) in 1998.
  • The CAPP programs are community-based, and are planned and organized by local program and community leaders. These individuals develop programming based on a community assessment, extensive use of data, and interviews or focus groups with teens and adults - with resultant programming that will address the values and needs of their local community. CAPP programs are required to use a science-based approach to planning in order to assure appropriate use of resources and to target the teens in their community who are at greatest risk of teen pregnancy.
  • These county-based programs work in their communities to reduce the incidence of teen pregnancy through programming that will delay the initiation of sex, reduce the frequency of sex, or increase the use of contraception by sexually active teens. Primary programming emphasis is always placed on abstinence while also developing programming that will respond to the complex array of individual, family, social, and community needs involved in reducing the incidence of teen pregnancy.
